Their rivalry for being Steve's best friend was the best thing about Civil War. I'm well up for an entire show centred around the concept.

Every time I see Zemo it brings me hope that one day we'll get a Thunderbolts movie.

Of course, given that the movies keep killing the villains that would fit, maybe Mr Hyde's "Master of Evil in all but name" team from Agents of SHIELD is the closest I'll get.

Still, USAgent also has ties to the team and a certain high-kicking Frenchman would fit the original team's general vibe (I think Batroc the Leaper was technically part of the Thunderbolts Army but just about everyone was in the Thunderbolts Army).
