Crazy tinfoil hat theory:
Marvel wants to have their cake and eat it too.
They want to have "Bwa-ha-ha, EVIL!" Zemo and Slightly More Complex Zemo at the same time.

... the bit where this theory falls apart is that writers have been using Helmut nigh-exclusively as "Bwa-ha-ha, EVIL!" for the last... *checks*
oh. it's been over ten years now.

Yeah, the treatment of Helmut was the low point of Brubaker's otherwise great Captain America run. Well that and the treatment of Nomad.

This is a guy who thought a strong adhesive would become a super weapon when he was young. You'd think he would've learned tolerance for other's limitations, but hey, that's why he's the villain and not a hero.

In his defense, the hero of this comic uses adhesive as a weapon and has inspired a whole cluster of characters who do the same.

Even the Trapster is occasionally treated like a legitimate threat. Occasionally.

I mean, if you mean he took most of his face off with his mask then he found out a way to unglue it decades ago. Last I knew the messed up face was several bodies ago and he was running around in the body of his Counter Earth counterpart but comics have a tendency to return things to status quo.

It occurs to me that this Zemo is eventually gonna run into the new Jersey HYDRA branch, which is run by that hipster guy who occasionally fights Ms. Marvel, and tried to gentrify her neighborhood, and then tried to become mayor by voter suppression and then election disputing.

I feel like Zemo's not even gonna bother to even pretend he's not gonna kill that jackass.

What exactly does Zemo think he's going to accomplish here? It's clear none of these people are going to live up to his standards and Hydra is a lost cause. I miss the Zemo who was a competent villain (anti-hero? Anti-villian?) who grew past trying to fix all of his father's mistakes by reliving them and hoping for a different result.
