The exact limits of Walter's mind are hard to gauge, especially since he doesn't go around announcing them to everyone... but I doubt it was part of any grand political gambit. It would take a really farsighted individual to predict that Skyfox would be the only Union member to push the team toward political action. Even the idea that he seduced George's girlfriend to provoke him into leaving the team is a bit shaky.
(Also, since Legacy has Walter chafing at Sheldon for resisting any sort of political action whereas he wants to fix the economy, I... don't entirely understand why he opposes this development? Maybe he just hates Skyfox enough that all other considerations are secondary, and he didn't work up his own ambitions till later? Maybe he just wants the group to swing politically in the other direction? Maybe the TV series will answer some of these questions, because it doesn't look like the comics are ever going to.)
I mean since Walter is also a bigoted piece of crap I suspect it's just that the kind of political action he has in mind is more like the repulsive bullshit spouted by oxygen thieving wastes of space like the Republican party and the kind of nitwits who support them like Anne Coulter and the thankfully late Rush Limbaugh

Well, the thing about Walter is that for all his pettiness and murderousness, he seems to actually care about fixing economic inequality. I appreciate that idea as it makes him a little more complex instead of a straight-up Evil Von Badguy, but it makes his ultimate goals in the prequel series confusing at best.

I went back and looked at the previous scans and he doesn't even look like the same person. Admittedly these are two different artists and the character should have aged but I'm not sure he's aging in the right direction since most people draw kids as tiny adults. He doesn't even have the same hair color.
