It had 22 pages to wrap up the story that'd begun in #2, but its pacing didn't linger.
It went right from " freelance ' mask ' hunter Red Hood is declared a criminal by the Magistrate of Gotham's government " to " Red Hood escapes his teasingly avaricious partner Ravager + the forces of the Magistrate & goes after those behind the ' Red Hood Gang ' ".
(In the process, he had to use his bike as a weapon, destroying it.)
Slipping on the helmet he'd picked up from the Gang's puppeted-by-Mad-Hatter-derived-tech leader, he followed the lead it gave him all the way up a skyscraper's elevator.
" You're late. "

Jason pulled his fist back, aiming it at the White Rabbit's face.

" I see Jason has a type. "
That was Ravager, her sword at the Rabbit's neck - she'd been led there by her precog powers.
The Rabbit offered her a deal - kill Jason, collect the bounty on him, and leave her free to get out of town.
" We both get what we want. "

The Hood and the Ravager, Rose, danced.
A swing of Ravager's blade cracked the Hood's helmet.

They were interrupted by the Magistrate's drones.
The White Rabbit and her men were caught flat-footed - Jason and Rose were able to duck behind some boxes.
Using his chain weapon and an opportunely placed drone, Jason was able to take himself and her out through the window and onto a nearby roof.
A couple drones followed them.
Jason and Rose turned to face them - and Rose put a knife to his throat.
" My name is Mask Hunter Ravager.
" And I'm claiming the bounty on Jason Todd!

Jason, alone later, straightened things out with one of the Magistrate's Peacekeepers.
(That conversation is what the dialog box in the last panel's from.)
Walking away, he noticed a replacement bike for his lost one.

Jason revved up his bike.
