I thought Lian was killed by Prometheus.

I think they revealed Electrocutioner was the one who set the device in Star City off because DC realised they'd made a miniseries about Roy out for revenge for Lian's death except they'd already had someone else kill the man who did it and so they had to half-ass something on the fly

If I understand things correctly they have but Roy has regained his memories of having had a daughter and losing her in another universe following Death Metal

In the aftermath of that event the characters were given back their memories of events that had been removed from continuity by Flashpoint

So Roy's memories here are more akin to recalling a past life. He should talk to Hawkgirl about that

Loan herself was wiped from existence and she was already saved back in Convergence. As Dark Nights: Death Metal explained, they’re going for the DCYou approach where they can pick and choose your own continuity.

I wanted to see that in his short cameo when he came back in Infinite Frontier*, that he'd hang up the phone, walk out to his bike, and make sure Lian was wearing her helmet in the sidecar before they rode off, because wanting some peace to raise his daughter without the heroic baggage would probably be eminently desirable.

* The one where he decides not to tell the Titans that he's come back, as how can you tell people you're back from the dead, despite at least four of the Fab Five having done exactly that at east once
