It's interesting to note that this comic apparently came out in 1992 and in the "present" of Heroes Reborn, Chandilar, the Shi'ar homeworld, is now a Brood hiveworld and Rocket and Groot aren't part of the Guardians (if they exist) and Groot turned into a giant gun.

I mean, plenty of monarchs work with pirates, they just tend to rebrand them slightly as 'privateers,' or 'admirals,' or 'cybersecurity experts.'

Repeatedly having to take refuge with them, though, is probably a sign that something rotten in the state of Shi'ar is.
