The perils of being a supervillain. Poor Tinkerer. Probably would have been better if he was hired by one of the bigger crime groups. More steady work, might get his own workshop. Still that would probably come with it's own issues.
"Siancong" instantly throws me out of the story. I get the whole 15-year sliding window thing, but why is Marvel using a Vietnam reference and not an Iraq reference? Even DC uses Kahndaq for an Iraq/Iran stand-in.
In large part, I think, because they want to make a lot of those old stories still look like they originally did, even if the dialogue has changed. (The first issue has a few pages that are exact copies of a Daredevil issue where he goes there to entertain the troops.) And Vietnam doesn't look much like Iraq.
Besides, it's a good excuse to have Aero involved, where she'd have no business being in Not!Iraq, and I'll make a few allowances for that.
The Tinkerer is really such a natural for Busiek to write, a somewhat background character but well connected to anyone a story might require. (and Astro City's Junk Man seems to owe a debt to Tinkerer as a character)
