The first issue had Cap threatening to break the first Captain's teeth for no reason, I'm not convinced that Cantwell "gets" Captain America. And the first Captain was a gay teenager trying to help other runaway children too.
That scene was Steve, after having been attacked by someone dressed like Captain America - someone shown in either partial shadow or from a distance up to that scene - who'd just caused a train crash, confronting a figure who looked like Captain America and was near the scene of the crime.
No ironclad logic says Steve absolutely couldn't be short-tempered in that scenario - and, within the next page, he's talking calmly to the guy.
Steve certainly seems to be caught off guard and lost for words quite in bit in just these scans. Utterly unprepared for someone expecting him to tell them to stop being Captain America? Stunned that someone would hero-worship him? "I... I feel like... I could do BETTER."?
Seem like Cap forgot his cue cards that night. Sure, he can't rattle off a speech at the drop of a shield, but I wouldn't think he'd be stuttering or ellipsing so much; maybe just a stoic, thoughtful silence, or a short, declarative statement.
Everything he's DOING is fine, it's just his talking that seems a little off to me.
Steve has always been a bit afraid of hero worship, at least in the books I followed. I mean, he was created in a response to Hitler, so I think he's wary of becoming a cult of personality. He strives to inspire people to do the right thing, but I don't think he's prepared for people to emulate how he does the right thing.
It reminds me of Avengers/JLA where Cap is perturbed by how much the citizens of the DC Earth worship Justice League and particularly Superman. Add in the semi-recent developments with Stevil subverting everything Steve is to hand the country over to Hydra, and I feel he'd be even more wary of people granting him hero worship.
So it tracks that this development, and the apparent sheer commonplace-ness of it is catching him on the backfoot.
