Issue #1'd featured the focal " Autobots're bad, Decepticons're good " continuity's Starscream.
He'd been progressing towards Megatron, and had briefly gotten tied up with the Autobot speedster Blurr. After defeating that bounty hunter in a climactic battle, he'd continued on through Cybertron's wastelands.
From the volcanic Chrome Ridge, he flew through the sky.
He arrived at Megatron's feet eventually, weathered by the oxidation-inducing gases he'd passed through on the way.
Megatron, the self-exiled Decepticon leader who eschewed visitors, took him in and fixed up his damage.
The leader-who-wouldn't-be and his lieutenant-who-still-was turned to talking about the past, when the Decepticons'd been a movement protesting against the abuses of authority.
Starscream remembered one such protest he'd seen as an inspiration.
Megatron's memory focused on a consequence of that particular protest - his arrest, the dominant system's reflexive reaction to his opposition.
He'd been freed from that, by a " friend ".

They clashed, and were pulled apart by nearby police officers.
Orion waved off the question of charges: " I am off duty. This was personal. "
Megatron's memory stalked past that moment, through the course of history - through the war between Autobots and Decepticons, through its progression from Cybertron to the planet Earth, and to the battle betweenOrion Pax Optimus Prime and Megatron that'd ended in the latter's defeat.

" Because I remember it differently. "
Starscream again told a story of Megatron as inspiring example, creating a juxtaposition with the Decepticon leader's self-excoriation.
The jet got to the part where he'd noted that " Optimus is on the horizon! "

" You say you're not a leader because we lost.. [b]ut those that survived on Earth that day? We lived on because of you. Because you were willing to lose to keep us alive. "
