Not necessarily. there was at least one incident where a ring kept its owner going post-mortem… (post Crisis on Infinite Earths) and being a vampire might not be a dealbreaker for the GLC. Maybe once the Guardians noted that Hal was blenderizing his friends… but until then…
I'd say there's about a thirty percent chance that the Guardians turn out to have once tried to staff a peacekeeping force entirely with vampires, and covered it up once it predictably went horribly wrong.
"We've tried robots and they tried to kill us. We've tried vampires and they tried to kill us. We've tried a guy with "Sinister" in his name and he tried to kill us. We tried Hal Jordan and he succeeded in killing most of us. We have to be smarter about this."

I'm not a GL reader at all, but thinking about why this kind of thing keeps happening, I've... come to the fairly boring and self-apparent conclusion that the overall Corps structure doesn't really have a place in a conventional superhero setting. After all, the whole point of being a superhero is that you're your own boss, that you don't take orders from anything but personal conscience.
Accordingly, anyone that tries to give orders to superheroes (especially if they're powerful enough to actually enforce those orders) is inevitably evil, or incompetent enough that it's evil-in-practice anyhow. ... y'know, maybe the Kyle era had a point, just tossing out the Guardians altogether.
Who superheroes should be accountable to is a larger issue that has been covered lots of places.
Realistically it's arguable that GLs aren't actually superheroes anyway. They're space cops. They get treated like superheroes on Earth because that's the thing people have a cultural context for.
Of course them being cops brings a whole other set of problems. They aren't really accountable to anyone other than the Guardians. The Guardians themselves aren't recognized as a legitimate authority in a lot of the universe so maybe the GLs aren't even cops; they're an occupying military force of one. (Well, two in the modern era).
Also the Guardians just generally suck*. The only good one is the one who gave Kyle his ring.

If you mean DCeased, they aren't zombies. They're infected with Anti-Life. Batman makes the distinction that they aren't zombies...before becoming one of them.
On the one hand, this looks like " generic clever traitor ", just applied to Hal Jordan.
On the other hand, this looks like a story involving the Justice League in which a character is using subterfuge and not acting like a blunt hammer.. without being Batman.
That...actually brings up an interesting point. Vampires have no will of their own. They obey their sire. How much will power could a vampire generate?
About the same amount of willpower as someone under the control of a giant yellow space parasite?
(The Parallax retcon never made much sense to me for the same reason. It just seemed like a handy Get Out of Jail Free card for Hal)
Honestly vampire lore is all over the place anyway and adding superheroes is likely to just confuse things.
Like, Superman's blood had been shown to be toxic to vampires in some versions ... though I guess the fangs are somehow still strong and/or magical enough to bite through his skin. When you think about it, his heat vision is just stored sunlight so a vampire attack on the JL should not last long.

Yeah, filtering the UV rays out of sunlight just isn't something he'd think of. It could better be explained that the ring automatically filtered it out upon him beginning to be damaged by the sunlight. It DOES have a "life" support system. It would probably protect him if it sensed he was dying.

IIRC the modern GLC has their own internal affairs equivalent but its safe to say they are historically bad at that kind of thing.
