So making more Jokers is a fools errand. There were already three of them...but making more is just toooo hard. I mean, it seemed to work fine on Batman simply due to exposure to the gas inside Joker's body. But we can't make more Jokers!

I get the feeling this green eyed chap is going to be killed by Vengeance. "Pliable" my ass. You can't "make" villains like this without them killing you. Mostly because it's highly unlikely any of the volunteered for the process.

Three Jokers isn’t canon but even then those weren’t clones. Exposing someone to the Joker formula isn’t the same as trying to create a genetic duplicate of the actual Joker.

There's no way another Bane wouldn't backstab her creator. She's Bane...ish. And Banes don't like to be imprisoned in any fashion.
