The implication here is that some 3rd power is trying to push the kingdoms into war, but it still boggles the mind that they assassinated the king of a foreign land without provocation and didn't expect some kind of response.

That's some of the craziest comic book logic I've seen in awhile. I like a lot of what I see in these scans, but Jefferson's xenophobia is not one of them.
