I'm going to guess that's Rip Hunter who's merged with either the Spectre or the Time Trapper.

if I remember correctly, it's Oliver Queen who became the Spectre after dying in Arrow.

Yeah, that's what happened in their Crisis on Infinite Earths. Gave an end to the show while leaving the door open for future appearances.

That does look more like skinny Arthur Darvill than buff Stephen Amell, but I think it's just the art.

I wish Black Lightning had one more season. I can't stand to watch the Flash now, it's always Thawne! There's no other villain it's always him at the end of the day!
