Because the thrust of the story is "Superman is old and tired and young Con is the young blood we need to defend freedom from the hordes of invaders out there", there ie no confirmation on how this affects J'onn, the Green Lanterns, etc. Or if they even exist - "World Without A Justice League" could mean there just aren't other heroes at all rather than them deciding not to form a team.
But to answer your question, because King doesn't believe in nuanced takes on villainy, in this world Orion is under his father's thumb. A useful thug type to show Superboy the stakes are real and to give Superman someone to hit.
I believe these tie in issues are about heroes put into various Elseworlds scenarios designed to keep them pacified or something. The solicitations for the Young Justice mini seem to be the same thing
