I think back in the 80s some comics regarded the Power Cosmic as drawing on cosmic rays from outer space. (I assume now it's seen as something more fundamental and ubiquitous, like vacuum energy.) Seems like the Surfer was cut off from his powers by a spacefaring civilization in his own book at one point.
