I almost feel like a Gotham City: Year One should take place in the 1800's with Gotham's founding.

The Gates of Gotham was kind of close to the idea, or at least exploring how Gotham was developed by Alan Wayne and the other founding families.

That comic inspired a project to work on developing a version of Gotham City and the wider DC Universe come to think of it

But yes, I'd think a history of Gotham would work as a comic in and of itself. Of the cities of the DC world, it's almost a character in and of itself more than some others.Seeing it develop would be fun to read.
