Apparently this image was originally leaked by one of the reviewers at one of the five sites that Marvel gives advance comics to to do reviews (Line of Fire Reviews, for instance) - hence now, they've broken off that practice. That was pretty poor on the part of whoever it was.

O.M.I.T. - heh, that's actually clever (the art's neat too). That said, I can't iamgine this story doing anything other than whipping up people who really don't like the status quo (of course, they'd also complain if they never told this story).
