When Dick says jump, people don't even wait to ask "How high?"
Consider how many heroes and hero teams are represented here..
Every single one of them is following Dick's lead simply because he is the one that asked.
Of course it WAS all a bluff (But what a bluff!!), to get the heroes offworld before a demon who can kill anyone and anything by simple contact, and then possesses the bodies of the dead (with all their powers and skills) can spread his influence across the world.
Of course, with Hawkman, Nightwing and Deadman on the case, eventually the demon is defeated, and and his captive, Green Arrow, released, and it's GA who summarises Dick's achievement in this case.
Say what you like, when every hero in the combined incarnations of the JLA, JSA, Titans, Teen Titans, Outsiders and numerous non-affilitated heroes obey your call just because you're the one who made it, you're doing SOMETHING right.
(Of course, there is the slight worry about what would have happened had the demon targetted supervillains instead of superheroes (since the corpse would obey it in either event), and how many crimes succeeded because the heroes were offworld waiting for an invasion that never came, but this is a One Perfect Moment, so I'm glossing over that! ;P )

Not as much of a problem... supervillains don't flock from around the globe to help each other out if some of them are in trouble. Taking down a handful of them doesn't bring the others to your doorstep.
