It's to mark the retirement she said she'd take in issue #1.
Her attendance was a necessity of PR that she bore. Terry's attendance was the necessity of his fight against the cyber-superintelligence running Gotham for itself - after #2, he wasn't any further along in that than he'd been before.
He was still working alone, and he still needed information - so again, he faked his way into a party where the powerful gathered.

Terry's thoughts went to the ' last good cop in Gotham stepping down ':

He wound through the chatter.

She took the stage - and spoke sincerely.
" You want the real truth [about Gotham]? "

There was silence after the sincerity - and then Wayne-Powers CEO Donovan Lumos pushing her aside to announce that " starting tomorrow, Wayne-Powers will be personally funding the Neo-Gotham police department! "

" .. no one does. He's been missing for 32 hours. "

(Barbara's reaction to Lumos' announcement was a sequence between the two of them preceding this page.
Officer Boonma here's the same from #1.
Doylistically speaking, Terry's alias is likely a mashup of real-world science fiction authors Neal Stephenson and William Gibson.
Watsonically speaking, he probably borrowed the " Gibson " from his friend Max.)

" No.
" But I know a place that makes a hell of a burger. "
Over burgers at that place, they talked - Terry eventually maneuvered the conversation to the mayor's disapperance.
" I'm on his detail, you know. "
" I didn't. What's that like-? "
" You did. You definitely knew. That's why you took me here. "

(" Internal Affairs is there to make scapegoats out of other cops " works in Gotham - there, they're just another facet of the city's characteristic corruption.)

(The scrambler's in Terry's mask - which he was able to wear in the open at that masquerade-y party.)
Beam's implicit statement that the police didn't know anything about the mayor's disappearance led Terry to go at it from the angle of the man himself.
He went to the mayor's residence -
" Hello, Batman. "
- where the Living Gotham greeted him.

" But you refuse to learn your place..
" .. So direct action has become necessary. "
The room dissolved completely into very hard light.

" And you will die in it..

(That's an Azrael-esque font being used for Gotham's Sword, the swordsman single-minded in his service to a greater power.
