I looked up the credits on this one because it seems so sane and reasonable for the Mort Weisinger era -- no scenes of Jonathan going mad with power or daydreaming about humiliating Martha or anything weird like that. Anyway, it's originally from 1957 and was written by Jerry Coleman, one of the lesser-known DC writers whose credits were almost entirely for Superman-related books.
Coleman also wrote a few Batman stories, including this one from Batman #127 in 1959 which I've never read but it has a familiar sounding synopsis on the Grand Comics Database: "Accidentally gaining super powers from a machine in the Bat-Cave, Alfred wants to use his powers to aid the Dynamic Duo, but he only hinders, not helps, them against the Joker..." Considering how little they probably got paid per script, I'd try to recycle ideas as often as possible!
