Issue #1'd ended on villains taking an opportune step towards " bringing order to Gotham " - Slayer and his fellows Grimm and Glee gunning for Strike, one of the vigilantes of this mini's sub-titular Gotham neighborhood.
The Hill-folk fought in the Hill, three to one.
Slayer had Strike at his mercy - and then two of her fellow neighborhood Watch members joined the fray.

Being caught on phones paused Slayer and his - they bounded off.
Later, Strike's friends remonstrated with her.

" .. we want to start a family. "

The next day, over breakfast, Jason discussed time with Dana.

(Jason's " concerned semi-outsider " role in this story is an illustrative recontextualization - use him solely with other Bat-characters, and he almost has to be the edgy contrast to the more conventionally heroic characters.
Use him into a story where his historical ties with the other characters are different, though, and he gets to be a calm voice of reason.)

The narrative cut away to Korlee Jr.'s legitimate work.
At night, Slayer met with him concerning their criminal work.

(The commonality between Korlee Jr.'s group and the Watch, underlined by them both using " order vs. chaos " rhetoric.)
Dana's comrades also met with each other.

" That doesn't sound like a team to me, Block. " interjected the Red Hood.

Grimm and Glee got away, leaving Jason to remark on " Someone taking photos..
" .. of us. "

(Killer Croc's a criminal power in this story, with a lovely bathrobe.
