Much like Steve himself, Hawkeye sometimes holds himself to rigorously high standards no being could actually possibly live up to, with absolutely no margin for even the slightest error.
Probably making him the most like Cap of all the people who've tried replacing Steve.
(If it's Hawkeye's job to snap Cap out of his funks, who is there to Hawkeye Hawkeye?)

Subtle bit in that Cheer has zero idea who Zemo (who nearly took over the world not that long ago) is says a lot on how sheltered her dad has made her.

And of course how Agent lets the T-Bolts go with the "too bad you escaped in all the confusion" line. Good job building up Walker which of course wouldn't last.

Every writer who's ever tried to give Walker any sort of depth is inevitably undermined by the next person along.

It makes a weird amount of sense, given how Zemo's stolen mind-control tech worked. Fox News was technically around but it wouldn't take off for another few years. She probably wasn't allowed to watch much TV for fear that she'd be exposed to episodes of Will & Grace.

(They probably lost a lot of Rush Limbaugh listeners that day, though)

"He doesn't even sound American" is very funny to me, though. I have to assume that - if Claremont wrote this - Helmut's German accent would be incomprehensible.
