Issue #1'd ended on him appearing in the sewers of Gotham - attacking Terry McGinnis, who'd come down in search of disappeared children from above.
Croc carried Terry off - Terry managed to escape his grip.
He appealed to Croc - to Waylon Jones, grown in size and narrowed in focus.

An explosion saved Terry - a trick improvised by Kyle the catboi, the guide Terry'd enlisted to the depths of Gotham.
The two of them fled - Kyle opined that the missing kids'd probably ended up Croc food.

Croc broke in on them.

Kyle managed to handle Croc.

Terry took that in relative stride.

(Kyle's ability with magic is a part of this miniseries' plot.
It's another element of contrast to the preceding one, Neo-Year - that took place entirely in futuristic Gotham and had an entirely cybernetic antagonist, while this one largely takes place in the remnants of older Gotham and has antagonists more organic.)

(The idea's that Croc's " reptilian monster-man " genetic condition just progressed over time.)
Aboveground, Terry's ally Beam Boonma was dealing with Donovan Lumos, who'd inflicted himself on Gotham in Neo-Year and was again making his mark.
He used the earth-shaking disturbance caused by Croc's rampage below his feet to reveal his solution for the damage similar recent events - tie-able to the disappearances of children Terry was investigating - had done to Gotham apartments.

Terry's falling flare illuminated another legacy of Gotham.

(As things to leave Killer Croc in the depths to guard against go, " the resurgence of the Court of Owls " is fair enough.
