It's continuing from issue #1085 - Batman leveraging Gotham's " darkness " against the order the Orgham family'd imposed on the city.
Having recruited the Maestro and Mr. Freeze, he came next to Harvey Dent.
Two-Face, running a low-key operation on Gotham's rails, met him gun in hand.

" I want to talk to my friend. "

Batman temporarily suppressed the Orgham-inflicted azmer with a sonic gadget made for the general purpose, so that there was no need for Two-Face to be allowed control.
It was just Harvey and Batman - Batman apologizing to Harvey, from a perspective gained after grappling with his own inner darkness Barbatos.

(That's the half-mask Harvey was wearing at the start of this run, when he was ascendant over Two-Face.)

Out in Gotham's sunny suburbs, there was another Dent (no relation) - Duela, previously the Joker's Daughter.

(The saving of Duela was Red Hood: Outlaw #50 back in 2020.)

The Joker, provoked by Catwoman into acting against the Orghams, sat down next to Duela and sneered at the Evensons.
" Th-they're nice. " Duela offered.

" Daddy left a gift in the microwave. "

In the night of Gotham City, Batman came to the Ten-Eyed Man and his perception.
" Premonitions! Precognitions!

(This take on the Ten-Eyed Man is from the 2021-2022 mini Arkham City: The Order of the World.
Its narrative primarily followed Dr. Jacosta Joy, formerly of Arkham Asylum - she died at the end.)
The Ten-Eyed Man remembered what the Orghams'd done to Batman-as-symbol-in-Gotham.

Batman swung off on his work - work which the Orghams took in stride.

" .. they must point their finger to another.
" So we shall give them a villain. "

" - sorry, I'm being told we have a transmission coming through from inside the broadcasting studio. We're cutting to a live feed now. "

" .. revolution. "
Batman and his allies recognized the Shadow Angel and his " castaway children.. changed " as a threat staged to sway those not yet fully accepting the Orghams' control over Gotham.

They leapt to fight, darkness against burning light.

The backup story's Two-Face catching someone in his operation skimming too much off the top.
The skimmer, " Stumbles ", resigned himself to the bullet he'd earned - the only thing he sobbed out was about wanting his mom to know he was sorry.
That got Harvey to go " Ask him why he did it. ", and Two-Face to go " You want a fair trial for this kid, Dent?

(Interesting that the bifurcation doesn't continue to the audience.)

" They're saying none of us have a place in this city. "
The trial resolved - Stumbles was given " one chance. "

The coin landed scarred side down.

With Stumbles disposed of, Two-Face turned to war against the Orghams.
(Pagecount's 7 and just under 3/10ths of 22 from the main story of June 2024's Detective Comics #1086 and 2 and a little more than 3/10ths of 8 from the backup.
Writing's on the first's Ram V - the Evensons are probably a nod to author Brian Evenson, whose work he's enjoyed.
