My theory is that Thanos is such a universal menace because Starfox is such a failure at being his nemesis. You have two superpowered brothers, one evil and the other good-ish, you'd expect the evil one to usually get thwarted by his brother. But, since Starfox is nowhere near his brother's level, the balancing factor is gone and Thanos can wreak havok in a way Loki or Maximus never manage. Chronos tried to make a substitute, but Drax can only do so much.

I've always thought that Starfox should be the elder brother, and half of the stuff Thanos does is rebelling against his air-headed brother

This is probably one of the reasons they made Mentor his brother in short-lived Surfer cartoon (Probably another being they didn't want to have a character named "Eros" on Saturday Morning.)
