He scripted Captain Atom getting wrecked by his co-creation Gotham Girl back in his Batman run - I don't think he's doing anything other than " existing character wins fight against other existing characters because story ", and that's something literally everybody writing Big Two superhero comics is and has been guilty of.
On that note, is there an explanation given for why Captain Atom is suddenly casually thrashing all the heavyweights in the Justice League? He's certainly no-one to take lightly but most of them should be able to fight him one on one. Is it just Dr.Manhattan-style "realized the full potential of the powers he already has" or does this "divinity" thing he's rambling about refer to some sort of power-up?
It feels like he's gone full Doctor Manhattan. This also feels like another case where Tom King wants to tell a very specific story using very specific characters and he'll hammer them into those roles no matter what.

Back in the day, and I mean probably the 90's, it was hinted that Captain Atom was a new type of elemental like Swamp Thing, Red Tornado or Naiad (and Firestorm sometimes), and Captain Atom was the elemental for atomic energy (and the word "quantum" was used, so you know it was serious).
So there would really be very few limits to his power levels beyond his own self inflicted ones.
