Enforcer's an odd one. I haven't read his original appearance over in Ghost Rider, but when he first popped up in Spider-Woman, it was still kinda a horror book and he was kind of spooky, with his 'if you talk about me, you die,' tingler bullets.

Here, he kind of lucked out with a scenario where 'dart that kills you in like five minutes if you don't get stuck in a freezer,' turned out to actually be more useful than 'bullet that kills you by bullet.'
