The delightful Mr Fish would turn up some forty years later, not dead after all, but he's never had a real moment of glory, which doesn't seem fair.

The whole "mutated by radioactive material and fell into the river" origin is peak handwavium for comic book villain origins. I expect he might have had latent mutant genes or something, especially since his brother, Mr. Fish II, had the same backstory.
