Given the weirdness of Simon's condition, I'mma go ahead and presume the Dr. Silence is the Doom Patrol villain, not the 40s villain.
(Not to be confused with the two villains called Mr. Silence.)

Should anything be read into the fact that in a series with a motif about faces Simon cannot look at his own?

I swear Simon’s “I can’t see my face or I cease to exist” feels like a reference to something but I can’t remember what. It’s bugging me. Morrison-era Doom Patrol?
Back from the Google… yes, that and the Dr. Silence ref are both from The Painting that Ate Paris from Morrison’s run.

All protagonists and legitimate enough agents of law and authority in the main universe - and in the Absolute universe, all willing subordinates of Hector Hammond, American rich man and vicious idiot.

Interestingly intentional - looking forward to Hector going " Carol, set me up a meeting with Codename: Assassin. " in a couple issues.
