Villains who are so completely evil are rare?
Aren't comics spamming characters like Carnage, Bullseye, Sabretooth, current Thanos (very different from Starlin's Thanos) or Joker all the time? They are the most overexposed, boring villains.

He’s probably referring to new characters. As for those examples (in terms of being boring or overexposed) it depends on who’s writing them imo.
