Putting aside the moral question of taking down Harvey to save more lives, one could suppose that this little social experiment succeeded in one small regard, which is give Cyborg a bit of pity (or at least, understanding) for how much it sucks to be Harvey. That's the best I've got.

But yeah, there are definite holes here. Also, I have to wonder why so many people didn't recognize the guy who was being hailed as a hero on TV in front of an adoring crowd earlier that day. Eh, it was early in JMS' career, I accept it because I love the rest too much.
