That's Scott's grandma, as far as I can tell. Hence why Corsair calls her mum.

I just assumed that the bubble was oddly placed. I figured that it was weird that scotts dad and grandma would be there and not his grampa, who it sounded like was dead (Corsair has been telling Nate instead of Scotts grampa himself), and the woman doens't look that old, so I just assumed both Scotts grandparents were dead and this is more alternate universe stuff.
But yeah, simpler explanation is that it's Corsairs mom.
Scotts mom was blonde anyhow.
