I may be ignorant here.. but who's the girl!Impulse? Those pigtails look ridiculous.

That's Iris, Wally's daughter, Jai's sister. She had a cool costume of her own, but those crazy speedsters really like hand-me-downs or something. And only Harley can rock with pigtails.

That explains that. I only knew her with her costume. I liked it better.

I wouldn't say that. But especially for a speedster it's not the brightest hair style.

They probably serve the same purpose as the wing-thingies on Flash's costume. (Plus, she's probably already trying to figure out how she's going to be able to run if she develops in the same way as Jessie.
