It wasn't so much that he didn't take it, but more that he wanted Bruce to do it for him.

He still had a chance, he didn't take it. The fact he futzed around with his daddy issues doesn't mean he wasn't in the perfect position to do to the Joker what he'd been whining about Bruce not doing ever since he got back.Getting Bruce involved at all was Jason's choice to make.

Which is why there's no reason to think he'd be happy about Damian beating Joker with a crowbar while in police custody. He wants Bruce to kill him in punishment for killing Jason.

Which is actually why he'd be indifferent to Damian hitting him with a crowbar because he's angry at him for unrelated reasons.
