I know that in one of the JSA Classified or Confidential series it was revealled that Venom was the result of an attempt to reverse-engineer Hourman's wonder drug Miraclo. Which I thought made a suprising amount of sense, in story.

Both increase muscle-mass and strength beyond normal levels in a similar way (though Miraclo just increases the muscle-mass, not the entire body like how Venom is sometimes portrayed) are both massively addictive.
