Beast is fighting in D.C. He goes to Capitol Hill because an old friend (and U.S. Congressman) has refused to evacuate. The Congressman has a bill and won't leave the floor.
He wants to keep a promise and Hank asks him to leave.
"You always were a gloomy fella, weren't ya, Henry? I wouldn't give up hope just yet. Don't you know why they never gave us one of those Initiative teams?"
