Yeah, but . . . she would've had to start in childhood . . . during a time she was dirt poor or possibly living in a Juvenile center . . . unless Eobard specifically went into her timeline to inspire her to pursue a life of computer hacking, it's kind of a stretch.

Why would you say that? Computer skills can be learned in adulthood. How good were Barbara Gordon's compuer skills before she lost the use of her legs?

She went to college for library sciences (no doubt they've removed her Doctorate), so my guess would be pretty darn good.
