Yes, that's Femme!Bucky from the Heroes Reborn titles. She was transported to Earth 616 at the end of Onslaught Reborn (which I've been meaning to post for a while, but you know. LIEFELD and LOEB.)

One of the podcasts actually claimed that they liked Cap!Bucky so much that Marvel would have to *sell* original Cap when he returns.

My tolerance began to fail when Bucky refered to Natasha as his 'best friend'. It's like they've forgotten what we actually liked about the Winter Soldier or something.
