This is a situation where there is no perfect answer, which is why Mari is coming off as really REALLY goddamn irritating by being on a high horse.

I mean, sure, using a gang as de facto police is dangerous even if you're charismatic enough to keep them all in line, and there's lots of ways that it could go horribly wrong. But Mari just uses the argument that they're just criminal scum. No shit, Mari, but it's not that simple.

But then, maybe I'm biased; the Kings were my favorite faction in Fallout New Vegas. :P

Perhaps because she's seen the effects of what a "rule of law beyond the law" results in, IIRC she was one of the ones on the floating city thingie in Morrison's JLA run. The one that ended so disastrously with much of the population eaten.

And it also veers in the original Squadron Supreme maxi-series from the 1980's. Something like this appears stable, but ONLY because of their fear of Tatttoed Man, who is not actively malevolent. What happens when people find he's really not around, or another gang wants his turf?

Well that's my point - instead of bringing up those totally valid points you just said, Mari just goes straight to 'they're criminal scum'. Ignoring good arguments so you can go straight to a high-horse just makes her seem petty, instead of someone trying to bring sense to the situation.

Aside from the fear and intimidation tactics, was his gang actually hurting people or was it mostly just threats? If they started using violence I'd have to side with Mari.

I'd have to side with TM here. Not because i think he's right, but because he just got back into town and is just now realizing what has happened. Sure, he supports it now, but I would at least give him time to go through and remove people like Mr-Gun-For-no-Reason over there. Vixen just swoops in like "Hey, this is bad, and I know you just got back into town, but this is all your fault."
