So why is it titled "kung fu", a Chinese phrase, when the character is clearly practicing karate? He even thinks "banzai" and refers to a jumping side kick as "yoko tobe [sic] geri".

Because while I'm not sure about the first word (my french isn't so much rusty as it is past disintegration) but the 'fou' is french for 'foolish' or 'silly' or similar.

A lot of French humour is based on puns and homonyms. Caza often created short stories with himself as the protagonist, and were generally either silly or fantastic.
