Well, it's not like the guy doesn't have a heart or anything--and I have to imagine that The Joker in particular is a bit of a sore spot for GCPD folk, let alone Gotham in general.

...But, considering that the average Gotham cop is more likely to win the lottery than to survive to old age, I can't say I blame him for scaring people out of the force. He is probably saving their lives.
Probably, Bullock is one of those characters where if he was in any other book in any other series, he'd be more in the darker shade of the grey area he operates him. Being of the Harry Callahan school of coppers and all.

He'd be better just shooting her in the foot then, she'd get her disabilty pension, or at least still be alive and sane enough to go get a desk job in another city.. ANY other city.
While a dick move...I gotta be honest, I think this is something needed because..if you're gonna be a cop in gotham...you better be prepared for some seriously messed up shit.
And yet I like the GCPD from DKRises, who are sick of the mob bosses, crazy ideological art-crime freaks, megalomaniac warlords, et al and are about to lay down some jack-booted justice on anybody trying to sow chaos and disorder in their city ('cuz that's the kind of police Gotham needs AND deserves).
Also, I didn't fully buy just how awful Dent's actions were in DK. He killed several people, but from what I remember, this was mostly criminals and corrupt cops who aided in the kidnapping and murder of civilians. Enacting a more effective anti-crime law in his name may be in bad taste, but the city needed those people off the streets anyways.
They weren't just 'corrupt' cops. Remember that Ramirez had a sick mother who they were using to blackmail her, from what I recall? And Harvey basically deciding that hey, it was okay to threaten blowing a little boy's brains out in front of his parents based on what a psychopath had told him? Harvey definitely turned into a complete monster once he became Two-Face.
But then, I always felt there was some really bad writing in play there with just how easily he bought into the Joker's speech and argument. No, Gordon and Batman didn't place Rachel in that exploding building. Joker did. Do you blow his brains out the second he hands you a gun? No, apparently. That was just a really bad lump of writing to me, because I never bought that Harvey was unhinged before the incident; People point to him threatening to kill the Joker's thug, but again, the coin dictates that he can't kill the guy. That was the point.
Man, ir you can't put up with a relatively low-key prank like that, being a Gotham cop is just not the job for you.
Because the real Joker would do something like that, but than have something far more deadly waiting for you when you lost you cool. You gotta be able take stuff like that without blinking if you want any chance at all to survive long enough to retire.
I mean, it's evidence. Generally speaking, police destroying evidence is to be frowned upon. Now, if the trials of everyone involved are well and over with, and they're just keeping it in whatever the GCPD equivalent of the Black Museum is, that would be daft.
How did the Joker even get his face skin off, with the nose all unstretched and everything? Real-life removed skin looks A LOT grosser than that. And Nancy, you should be wearing gloves!
