Apparently the production staff knew since last year, but weren't allowed to tell anyone, and it wss a decision by Cartoon Network executives, NOT DC's animation branch it seems.

They started with Robin, Aqualad and Kid Flash as they were the original three members of the Teen Titans, they then met Superboy over the course of their first unofficial mission, with M'gann being introduced at the end of the story now that they had somewhere to stash all their teenage assistants.

And I didn't mean it wouldn't make sense to have them because they're female, I meant it wouldn't make sense for them to be there yet because of who they are as characters.
