What gets me about it is that Power Girl is holding Supergirl in that pose. It looks like she's positioning Supergirl to point her breasts at the cover, while looking straight at us and going "Psst! Reader! Take a look at these!"

I also have no idea what's going on with Supergirl's cape there.
