....yeah, but the combination of bifurcated tongue, no lips and something loose flapping around in front of your mouth would probably add some layers of mumbling there. Not to mention...scar tissue would be forming wouldn't it?

Of course, dude should probably be dead from raging face infections, shock and just general 'cutting off your face complications' so Devil!Joker being able to speak is the least of the worries?
