Because it's in there with no consequences because for WW and everyone else and the audience is expected to see it as a "small thing" compared to everything else that's going on. Which is...a pretty common defense for this kind of harassment. Him taking time out of pressing matters to slap her butt is fine. Her (or anyone else) taking time out of pressing matters to seriously object to it would be petty and make her look bad. So sexual harassment: only important when you've got nothing else going on.
