Oh Sam, Sam Sam Sam, General Lane, this is not going to end well for you.
But you know, I kinda like this Sam Lane character, I liked him a lot better though when he was GENERAL THADDEUS THUNDERBOLT ROSS BECAUSE ITS THE SAME BASIC FUCKING CHARACTER.

I don't like this character, because, well, Superman isn't Hulk, and you can't make him the Hulk! (And even with Hulk, Thunderbolt wore on me, it broke my suspension of disbelief that he still had authority. Red Hulk was one of the best things to happen to him)
Amanda Waller making countermeasures worked better for me.
I remember the time when Sam Lane was just a retired non-com (not that long ago - back when during the L/C wedding), then he was made Luthor's Secretary of Defense, then he "died", then he was brought back to life (all of a sudden as a 4-star general), committed genocide against New Krypton, turned his daughter Lucy (who went from stewardess - and wife and mother - to single army officer in months) into Superwoman and then shot himself in the head rather than stand trial but mostly I think because they realized that after genocide you can't do much with the character (Black Adam had the same problem)
And in the reboot of all incarnations they went with the failed Thunderbolt Ross version. Why?
Is it really good to have paranoid friends? Batman getting paranoid leads to Batdickery and OMAC and Brother Eye sattelites. Then you wonder why Batman wants to kill the JLA and not his Rogues Gallery.
I don't know why people still blame the whole Omac thing on Batman. Brother Eye was basically a glorified spy satellite before Maxwell Lord and Alexander Luthor got hold of it. It had no offensive capabilities. And given how advanced the changes Alexander made were he might as well have used any old weather satellite and still got a Brother Eye out of it.
Not kill, incapacitate. Ra's modified the plans further to actually be more lethal.
And the JLA are all far more powerful than anyone in Batman's Rogues Gallery (and not as smart as most of them *coughHalJordancough*), and considering the amount of times they're mindcontrolled and the like having a plan to take them down if they go rogue (like in Injustice) is actually SENSIBLE.
I love how Batman is just sitting there doing what I can only hope is whistling. I mean yea for all the OMACS and JLA death traps, you got to admit situations like this is where it pays off. So even if its not good to BE paranoid, it's superb to have a rich crime fighting friend who is :P
I love this Superman. I absolutely love him. You want to know how to make Superman interesting? How to challenge a being who's whole deal is how powerful he is? Give him problems whole solutions don't match up nicely with his basic ass powerset and showcase how resourceful he is.
I love this Superman who when confronted with a toppling building catches the building by flash freezing a lake.
Now THIS is the kind of Superman stories I miss. Also that Batman panel is pure GOLD!
P.S. - Really annoyed with people bringing up O.M.A.C. and Tower of Babel as if Batman wants to kill heroes. The guy is paranoid and takes measures to monitor and create contingency plans for "rogue" scenarios. Of course I can see a case for Batdickery in just that but really think before trying to call him someone who actively tries to kill other heroes. The O.M.A.C's were Max Lord's ideal. Brother I was Batman's and it was meant to allow him to monitor others. Contingency plans against the League? Non lethal. The ONLY reason these became killer plots was because these things almost literally fell into the wrong hands. How about laying some blame on those hands as well?
