So, I want to be sure I'm following this right. She's 12, but looks like an adult because of the metahuman altered genetics of her father (and she was lucky enough not to be born a super-fetus like *another* person in this tale), so her mother decided to have her star in a porn movie. At the age of 11 or 12 or so. Billy Butcher finds out, kills the mother and the people involved, and...what? What lesson was this child supposed to learn? How on earth was she supposed to care for herself afterwards? She's 12! She hasn't even finished middle school yet, so no high school diploma, no GED, no truly marketable skills.

I just...what the heck? What was the plan here? Terrify a child and keep her in the streets just so her dad will keep galavanting around with Billy-Boy?

To be fair, I think that was the point, that Billy had no plan.

Its revealed that Butcher has caught a bad case of "He who fights monsters.." and has been manipulating the Boys for his own ends.

And also, his Big Plan, which means Billy did not really care since everyone with Compound V in their system (including non-powered innocents) would be dead.

Additionally, since he knew he was going to have to kill M.M. anyway, the whole debacle served a double purpose - keeping her far away from him so that she wouldn't have time to warn him, and also timing things so that MM would only hear this story after all the Supes were subdued and he'd have the time and resources for a throwdown with his best mate.

The funny thing is, this plan would have worked in the end if he hadn't recruited Wee Hughie. Butcher's fate was sealed the moment he started to actually give a damn about Hughie (likely due to seeing him as a replacement for his brother).
