The 1991 miniseries THE ADVENTURES OF CAPTAIN AMERICA, SENTINEL OF LIBERTY by Fabian Nicieza and Kevin Maguire continued the "Steve Rogers, artist!" idea. In fact, some of his sketches resulted in the design of the Captain America costume.
In the 1990s, that miniseries would have been great as the Captain America movie, even though it isn't in continuity anymore. (Nothing about Bucky being a sniper and older than we thought.) That miniseries also had the character Gilmore Hodge, who was in THE FIRST AVENGER movie.
