It really makes no sense for the Whisperers to do this if their goal was to get Rick's crew off their tail. Rick clearly wanted nothing to do with them and Carl only cared about the Alpha's daughter. It's not like the Governor or Negan who wanted to control or take over their areas.
All the other villains had fairly consistent motivations and characterization. The Governor was a despot who wanted the prison for his people. Negan wanted to keep the communities under his control. The Whisperers just want to be left alone to do their own thing. Provoking Rick's crew like this is a flat-out 'villain ball' on their part.
Oh how I miss what could have been potentially amazing characterization for Andrea in the tv show.....until they scrapped her plotline because of the behind-the-scenes drama.
~ Sophia's actress was aging too fast and since this is not comic book aging time they had to get rid of her....for some reason instead of pulling a Game of Thrones Mycrella and recasting.
~ The actor playing Dale was killed off after he quit the show following disagreements with the showrunners. This basically ruined the storyline he was going to have with Andrea.
~ Andrea's characterization was ruined in the third season with the whole stupid Governor plot. Instead of having her be a badass with Michonne they made her a disposable woman who fell for the bad guy, and just when she was about to redeem herself, she was no longer needed so lets kill her. I believe Laurie Holden was not even told she was going to be killed until the first day they started filming.
I recall the actor that played Dale was super loyal to Frank Darabont, so when Darabont left around that time, he was one of the actors who said "If he goes, I go!" so they killed him off.
Sophia getting killed off didn't bother me too much. It was a huge shock and I think in retrospect, given how much development she had with Carl, it was a bad call.
Andrea's character was so different from the comic that it wasn't even the same character. Which pissed me off because she's unquestionably one of the comic's most popular characters.
