Well, we never see them move, as they are set on perma-pout. So maybe it's just part of the mask. Every girl wants big red bee-stung hooker lips, right? Even worldly bitter villainesses.

Good god. She not only looks like a female Doctor Doom, she thinks like one too! Victoria Von Doom, should she have been born, would probably have had giant red lips made out of crushed ruby quartz.
